[WLANware] Do your country's Telco Regs help or hinder community networks?

Meshing doesn't like too much regulation. leipzig.freifunk.net for 
example is no organisation and has no wildcat things like Presidents. It 
is emancipatory. It has no hierarchies. It is peripherally. It is 
flexible. Some guys put routers on there roofs or window sills. And some 
guys share their private internet access. That's all. The access is 
sometimes paid by the community. But you don't need agreements for that. 
Is Melbourne Wireless an internet service provider or is it just an 
experimental community network? Do you really wanna be an ISP?

In worst case: What would be the punishment?
