yes exactly!
And AFAIK it is possible to assign these separately  in the freifunk
setup.

As said, this all happened because the (local equivalent of the) FCC
told us to take down the 24dBi high gain antenna. With 24dBi on the TX
side you definitely exceed the 20 dB limit.
