[WLANware] [gluon] [ANNOUNCE] Gluon v2019.1.3

We've just released v2019.1.3!

This release fixes a few bugs and includes the latest changes of OpenWrt
18.06, including an updated routing feed giving us the backported
batman-adv fixes.

The v2019.1.x branch life cycle is planned [0] to end in december,
please make sure to update to the v2020.2.x branch in the next few months.
