[WLANware] [ANNOUNCE] Gluon v2018.2.3

We just release Gluon v2018.2.3!

It fixes ingress traffic shaping, the bootloader image generation for
the FRITZ!Box 4040 and adds a few new devices. A few others changes
have also made it, but let me kindly ask you to check out the release
notes for that.
