[WLANware] HNA4 multiple gateways

Hi 

Summary:

OLDGW has a few public internet blocks in it's hna4. It no longer
advertises a default route in nvram:hna4, but it has a default route.

NEWGW is workign fine, and is the default route for the mesh.

On OLDGW:

ff_policyrt=0
The default route get's advertised (hna4 gets updated)
courtesy of dyn_gw; and it shouldn't be.

ff_ppolicyrt=1
The default route does not get advertised.
The other public blocks which should get advertised since they
are in nvram hna4, don't get advertised either.
The mesh cannot ping OLDGW:wan_ipaddr

I have some adjustments from the default firewall:
1) WLAN packets from OLSR DHCP are NOT natted.
2) WAN NAT is turned off in the firewall script by
putting WAN_OLSR="dontnat" before the relevant code block.
