[WLANware] HNA4 multiple gateways

Hi

I had an old gateway
HNA4=192.168.172.0/24;196.21.91.0/24;0.0.0.0/0

Now added a new gateway and changed the old one:

OLD now doesn't have default in HNA4, though
it does have a WAN connection and default route
for itself, sharing only one other block (on the
public internet, but better accessed through it
than the new gateway):
HNA4=192.168.172.0/24;196.21.91.0/24;

The new gateway is supposed to share a default
route (except for that block above):
HNA4=192.168.13.0/24;0.0.0.0/0

Both gateways have internet, but the old one should
not share a default route, even though it has it's
own default route on the WAN. It should only share
a special block which is faster on that connection.

Yet many mesh boxes (most) still get the old gateway.
In fact they flip sometimes, then go back to the old one.
How come?
