This sounds exciting!

Btw. there is the breitbandmessung.de here in Germany, too,
financed by the government / BNetzA, I think. And they have to do
this due to some European Regulations, I think?

It looks like they even provide a 36 pages technical specification
and even (some) code under AGPLv3:

https://breitbandmessung.de/ueber-den-test
(I don't see an English version of it, but maybe you can use a
translator on the internet?)

And it seems you can also export at least some data from their
map as CSV: https://breitbandmessung.de/kartenansicht

Which is maybe not quite the data you are looking for. Looks like
it's more focussing on commercial internet providers and DSL vs.
mobile speeds and promised vs. actual data rates. But I'm wondering
if there'd be a chance to enhance things over there. Or to query for
the other information, just by asking or through some Open Data laws,
as it's funded by governments.

Also, a lot of Freifunk communities might already provide wifi
speed data in their statistics. You might be able to get some
information from the nodes.json file for instance. One example:

https://mapdata.freifunk-vogtland.net/nodes.json
(nodes[] -> statistics -> traffic -> tx/rx)
-> https://stats.freifunk-vogtland.net/d/ffv_node/nodeinfo

Regards, Linus
