because the backyard radio project _is_ all about transmitting via FM. 

(as you might not know as non German native speaker: "radio" is in
German the word for FM and AM, where all the wireless stuff is, erm ..,
yeah "wireless" or "wlan".)

Afaik Backyard Radio Initiative uses the Berlin freifunk mesh as a
backbone for a large scale mini-FM transmitter swarm. so there you see
IP is needed for the backbone, and the swarm, well _must_ be FM
transmitters!
